FSSAI Compliance for Food Businesses: Licence, Records and Food-Safety Controls

Why food businesses should treat FSSAI licensing, hygiene systems and regulatory documentation as an ongoing compliance responsibility.

Food businesses operate within a regulatory framework designed to protect the safety and quality of food. The Food Safety and Standards Act, 2006 establishes the statutory framework, and FSSAI administers licensing, registration and related compliance requirements.

1. Licensing or registration

FSSAI states that food business operators are required to obtain the applicable licence or registration under S. 31 of the FSS Act, subject to the statutory framework and applicable category. The nature and scale of the business determine the relevant licensing or registration requirements.

2. Food-safety systems and hygiene

FSSAI's guidance explains that licensed food businesses are expected to maintain documented food-safety management arrangements and comply with applicable hygiene requirements, including Schedule 4 requirements under the licensing regulations.

3. Records and inspections

Businesses should organise licences, inspection-related records, purchase and supplier records, testing reports where applicable, hygiene records and other compliance documents in a manner that can be readily produced when required.

4. Warehouses and storage facilities

Storage and warehouse operations can raise separate questions concerning hygiene, temperature or handling controls, documentation and licensing conditions. A compliance review should examine the actual premises and operating practices rather than relying only on paperwork.

5. Regulations change

FSSAI publishes regulations, amendments, notifications and advisories. Its official regulatory page notes that amendments and original notifications should be checked when there is any discrepancy.
